Surveillance is not working to generate records to the Databank when the hold is full. Kinda makes Databank a lot less useful.

Great bug report. I did not think about this.
I can not think of any situation where other types of Resources are generated?
Surv. makes Records. Can anyone think of any generation of other resources?

I did not try the Merchant ability that generates records, but it might have the same problem.
It only happens when the hold is already full. If there's some room, the Records go into the Databank until the hold fills.

Yah totally this sounds exactly like the type of bug the tanks could cause. I just missed it in the logical design of the component and didn't really have anyone to do a review for me Next update will fix this for all Records generating steps.

BUMP!
Broken again in 3.9.29 (i.e. full cargo hold + databank + surveillance = no records).
Like before, it works if I clear some space in the cargo hold first, and fills the databank before the cargo hold.
Now it seems to interact with other upgrades like water fuel tank and spy bank, which also affect cargo capacity. I can't get records from surveillance unless I clear 2 space in my hold, when I have databank + water fuel tank + spybank (this is different from before -- I only needed to clear 1 space to get around this last time). I have not tested other combinations but it seems having more than one of those kinds of upgrades has a cumulative effect on the number of free cargo space you need to use databank.
I prefer the fix from before, where records are always generated to the databank first until its full, regardless of how much space you have in your hold. I think it shouldn't matter what other upgrades you have, or how full your hold is -- if the databank is not full yet (<25 total records in hold) then generating new records should work, if you have enough capacity left in the databank for the new records.
It's not like those records should need to pass through the cargo hold to get to the databank, like when transferring cargo from ship to ship -- in that case the restriction on >= 1 space free in the cargo hold makes sense for Records, same as transferring water fuel to the water fuel tank, weapons to the weapons locker, or electronics to the spy bank. But when actually generating new records with surveillance, I don't that restriction makes any sense -- the new records should go directly into the databank, even if the cargo hold is full.

If it is "broken" it certainly is NOT new and has been "broken" for many months. I have added the Defect to the list, as requested, and it is number ST50-153. I'll be honest -- hitting the issue up on multiple threads doesn't make me want to work on it any more than having a single thread about it.

Similar to the weapons locker if your hold is full and you take all while looting a ship. You must manually move them yourself. That is a real bug/missing feature that is also on the list -- I would not say that it is similar to the balancing code in Spy Record generation, but it is related in that it uses a "Tank" upgrade.
