Aren't these just for new recruits? For veterans the cost is 50 more

NoQuitt - Cory Trese posted the baseline cost. You get an extra +5 SP per level cost, up to +50 SP max.

Hydra vs Neptune depends a lot on your overall build. I am working on a group right now with the goal of making it hydra centric. I'll post details once I'm confident in it.

Another basic question, is it best to only unlock one, or can you unlock two? Fit example paladin and hydra.

You can unlock all of them if you're good at getting speed bonuses. I find it best to focus though. Always unlock palidan and then choose Neptune or hydra for your heavy firepower

O.k. I'm going Paladin, then Hydra after my next mission. I don't need them all. Just those two for now.
