Like I said I just started playing Rifts on brutal. When targeting an alien, the displayed chance to hit is much lower than the actual results. In my last game...
With a 5% chance, I hit 10 out of 19 times, or 48% With 10% chance, I hit 5 out of 8 or 60% With 15% chance I hit 7 out of 10, 70%
And to prove that I'm not just getting lucky die rolls and it really is a bug, once I had 0% but I did hit. And I know that happened before in other brutal games

It is not % to hit ... it is % to generate a critical hit.
The range is like +150% to -80%

Ahh ... that's useful to know ... not how to shut Rico's mouth, but rather, that it is % critical hit chance vs % hit chance.

I didn't mean to impact anyone's mouth.
I thought it said % to Crit Hit in the UI. I will check

EDIT1: We would expect then to see 0% for 40% and -5% for 30% and -10% for 20% down to -15% or -20% as "to hit" approaches zero EDIT2: Actually, yes, this makes sense. -25% Crit should be the bottom of this range if you are using a Leviathan Gun. Melee, Hydra Cannon and Xenos with Deflection Armor (not yet available) will make use of the remaining 50% range.

What the hey ... you can't equip Xenos with Deflection Armor! Next you'll be giving them ranged attacks and the ability to carry weapons ...

I gave Planetary Defense Forces Ranged attack. They can be a challenge for Templars if they are dug in.
There are new boss aliens in the end of one of the upcoming releases. A big very hard to kill creature.
You will find it ... challenging.

Nukes. You need to give the Templars personal nuke launchers. THat'll take care of the pesky DF's.
I hope the Templar's suits are radiation shielded.

A big very hard to kill creature. You will find it ... challenging. I would like a blaster launcher and a hover tank (plasma) before this mission begins. Early Christmas present.
