The start of a duel of assassins seems pretty clear, same with a solar war. What does it mean for a Spy War to break out though? Hey, we're mad at you Zenrin, so we're uh, going to snoop around and dig up dirt on you. Feel free to do the same to us.
Can someone speak to how this really works?

A court ordered period of retribution justice where either side is immune to certain laws and may log evidence for a grievance and expose other grievances.

Anytime there's a luxury ration surplus, the Cadar start looking out for small hot dogs and toilet paper. That's how spy wars get started.
When a papa spy and a mama spy love each other very much, they start a war and a baby government is born after the old one is mysteriously found dead due to unusual circumstances.

ST was originally designed by the TB's as a simulation to end their sibling rivalry. The "Spy War" is part of the code sub routine called "I'm telling mom!"

You sell the records you get from spying back to the ones you spied on. This also gives a reputation bonus that usually makes up for any negative effects from the spying. I have actually manage to not only boost rep by several hundred points with both sides, but made up to a million plus credits.

Huh, I hadn't noticed a serious credit boost during these events but I'll believe you. I'll have to try it out. I'm a very good spy, actually. I've just been trying to play other styles as well lately.
