The description here -- Meet 16 new contacts -- is a bit misleading.
I thought that 'meet' meant that you needed to go visit the contacts on their planets, orbitals, whatevers. And that 'new' meant that the original set you started out with did not count.
So what is more accurate is 'Have a contact list with 16 entries in it, not including Calagen Faen, who for some reason isn't reckoned in the final total'. I suppose the Arbiter wouldn't count either, if somebody had managed to do this while keeping her as a contact.
But I was most surprised to see it unlocked when as far as I was concerned I had only learned about the existence of 19 of them, but visiting them in 2 years was going to be hard, hard, hard, even on the smallest possible map that one can generate.

Yeah, it should probably say "Have 16 non-story contacts before X"

Yeah, the description is challenging. Story contacts don't count. There are few others you could have, like the judge in the Erik's Story and the smuggler in Valencia's story that don't count either. Maybe the simplest, clear-ish description would be "Have 16 non-story contacts in 2 years." Have doesn't indicate whether they were starting or due to later introductions.
