I'm pretty sure there is nothing in the talent's description that would imply intel gathering...
I believe this is a bug. Otherwise the talent seems to be working as intended.
Edit: Maybe not quite as intended. I haven't been able to use Trapped Compartments against Xeno vessels. I did check and the Talent wasn't on cooldown.
TL;DR
1. Trapped Compartments grants Intel Records.
2. Trapped Compartments can't be used against Xeno vessels.
