Why does Pirates/BH contact trait cause -10% payments?

The Pirates and Bounty Hunters contact traits cause -10% mission payment? Why do they do that? I don't see why connections with pirates or bounty hunters would necessarily mean less money offered for mission contracts for Star Traders.

Pirates are disinterested in missions.

The Bounty Hunter one needs to be swapped over to a -10% "if not edict mission"
