Beg / Demand water tribute

So here I am driving through space with empty tanks.  The last planet I intended to gas up at was quarantined.  

A happy little  merchant crosses my path.  

I would like to 
A) If friendly, offer to purchase water from them above local market rate.  If they've got water to spare and I need it, I think there's the potential for a lucrative trade here.
B) If hostile, from ANY ship from which we could demand tribute, accept tribute in the form of water rather than credits.  I can't drink credits.

Second this. Also pirates could take your fuel if cargo hold is empty. (Wares, gas or spice, nobody rides for free!)

I'm actually surprised that pirates aren't looting my fuel!

Sounds like a cool Talent!

We've tried pirates taking both fuel and conscripting crew. Both are pretty viscious.
