It says on the tooltip that in combat it only uses up to 100% skill. Outside of that I can't recall any situation out of combat where Gunnery is tested against anything, so I was wondering what is the benefit to shoot for 200% Gunnery?

Gunnery is sometimes tested in risk cards from orbital operations.

It's pretty rare that it matters. Mostly, having a buffer on your gunnery in case one of your pirates or gunners dies mid-combat is nice.

Going understaffed on Gunnery causes your Tactics Pool to be considered as 0 during combat. It is really important to ensure that you Gunnery is safely above 100% even if someone dies.
