Lorewise only: Why don't factions ever have both alliances at the same time? Unlike conflicts it seems really valid to have two at once between two factions.

The simulator has a set of rules that it follows. This combo was removed purposefully. We can't do "all the scope"  |

No, I meant in terms of lore. Did Shalun prevent this? Or is this valid in the world, just not the game world?

Perhaps a lore explanation might be that the factions don't trust each other to cooperate that closely?
