The special mission acquired through Salvaging in an Orbital Construction rumor, High-Yield Delivery, apparently is given by a contact of the wrong faction. I just got that mission while salvaging over a Steel Song orbital, but it is a Javat contact that 'gave' me it. Also, when I completed it I lost rep with Steel Song (but gained rep with Javat).

came here to report just this, except I got a mission from Cadar when it was a Thulun orbital that I was salvaging and finishing the mission cost me rep with Thulun.

Welll at least it's consistent, maybe working as intended? Salvaging is not supposed to please the host faction. So getting a mission while salvaging is maybe suppose to work against them too?

I don't think it is working as intended. In this case, the flavor text said that the mission was to gather resources to assist in the construction project, thus helping the local faction.

Checked through all the logic here -- this is valid. It is the fall-through case and can sometimes happen. The Javat Contact scored a big contract to bring supplies to the orbital, but doing so is a ding on Steel Song. You can check the mission to see this in advance.

I could see some circumstances where an orbital would contract another faction for this, but I don't think it should cause rep loss.
The local orbital leadership chose to contract Javat to bring them supplies, why are they offended by the player completing the deal?

Because when one mission is taken by one faction against another, it causes Rep loss. It is a fall thru case when there isn't a local contact.
