There are a few talents in the game that allow you to collect contacts. A few earthbound traits as well. But with the smug/chant lifestyle contacts are core to how well you will do. Merchant captains are god-tier at collecting contacts in the early game. Smugglers get two talents at 11, and one of them leads directly to exactly the kind of contact you want. But 11 is a little late in the smuggler's lifecycle, and while merchants might fair well with just "casting the widest net possible" but both are looking for rather focused contacts.
So can we slide a few talents around and maybe focus a few?
Drag Criminal Connections from the smuggler down to level 1 or 5 (5 feels right) and maybe have it weighted to give the nearest contact that only has the Trait Greedy,
Corrupt, or Underworld. That wouldn't even be broken because just having that trait does not guarantee black market. Unlike Unlawful Royalty. Maybe reduce the chance to a flat Charisma percent? Move Underground Whispers around perhaps? Rework it into contact or intel generation. I don't personally like that talent because it runs counter to what I want to do at the black market, which is go to the black market. 1 in 5 and a good long cooldown seems roughly right.
Merchant talent Market Confidant seems like it could easily be weighted in favor of contacts that have trading permits or rare goods. Merchant already has the other contact talent that only requires spice and time but that's perfect for "any and all" contact generation.
Also, if I may. Why is the Diplomat not best? Or just a bigger impact? Diplomat captains get Smooth, but if my contact doesn't have introductions to sell me (because let's say I already have them all from that fraction) then Warm Invitation is just a dead talent. That seems off-brand that the merchant is better at it then the diplomat?
