So I'm driving home from work right now and I had to pull over to post this before I forget.
Slaves. Hear me out.
If you really want to smuggle, really be a blood thirsty pirate, start a slave trade. Have a % of the crew that would normally be tossed out the airlock when you destroy a ship choose to become slaves instead. I would say a small percent as slaves would be very valuable.
Maybe a giant penalty, fines, prison time, or execution if caught by any govt military ship.
