I have a few promotions for the Cadari Republic, but I have no idea why I can't consistently buy them. Some castles won't have a thing, but other castles have four promotions at a time stocked up for me. O.o Are there some kinds of special ports I need to visit or something?

Officer Genious - some ports don't have a powerful enough Governor or Prince to grant you the promotions you are asking. You can't go get Knighted in any old fishing town, you know

I would say look for Wealthy Pop Centers and Forts.
