Missing treaties in tech descriptions?

Many of the tech descriptions mention some number of treaties, but don't list details for them. 

For instance, planetary Contruction 1's Summary says:

1 Colony and 1 Treaties
0 Weapon, 0 Armor and 1 Training
0 Gear and 0 Reactors

Then it lists details for "Factory 1" and  "Gun Barrage", which I assume are the Colony and Training, respectively. But no treaty.

Similarly, Starship Construction 1's Summary says:

0 Colony and 2 Treaties
1 Weapon, 2 Armor and 2 Training
0 Gear and 1 Reactors

It then has details for:
Reactor 2 (the 1 Reactors)
Heavy Barrage (Training #1)
Colonize World (Training #2)
Phoenix Defense Pod (the Weapon)
Duranium Plating (Armor #1)
Duranium Cladding (Armor #2)

But no mention of the 2 treaties.

That is a bug, I didn't turn off the Treaties very well.
