I am attempting to build a Focus, but I am unable to find them at all in the Tech Tree or Upgrade screen.

No, I don't think that would be the case. Are you sure you really have all the techs researched?

Brutus Aurelius - ah, that helps. Research Focus is at the end of the Thulun-only tech tree, and Trade Focus is at the end of the Javat-only tech tree. More Focus events will be added in future upgrades.
