It seems to vary based on their number of worlds and how often they go into "active" cycles. But they seem to have few worlds total so I'd expect mostly level 1 and 2 ships with few 3s. Every new ship will be a 3 though.
That's why you want to hit hard. If you can crush their current fleet, new ships will trickle in rather than come at you in a wave. You can chew these up the same turn they're built if you have a 3:1 or 4:1 numerical advantage, even with stock strike fighters.

Because on my current game, crazy difficulty, I didn't fight the xenos until turn 200 or so and they were all rank 4 or 5. Never saw anything lower. But to stay on subject, I'd love to be able to upgrade old tecH on ships. I'd also love what fallen said, to have the option to auto build the best ship available in the designer would really be great!

While it certainly is a cool option, I prefer to hand design ships for a specific purpose and tweak the designs accordingly.

How about having to dock a ship in orbit, so it can only be upgraded if it's one one of eight surrounding squares of a planet of it's own faction? Maybe the planet would have to have at least one factory present for this to take place, and maybe politics could play a part - alliances mean they could be upgraded at any planet in the alliance, whereas political tension could affect the price of the upgrades.
