@austin - heat is increased by lots of different actions you take in the game. Taking a job, killing an enemy, results from different Encounters and the like. The best way to reduce Heat is to complete jobs and to move like a nomad between different Hotels.
Positive and negative Reputation mitigate or add to Heat. It sounds like you have positive Rep for Los V, which means whenever you are in Los V, your Heat = Heat - Los V Rep. If you have negative Rep with a faction, your Heat is increased by that value.

Also, in the early game, working indiscriminately for the Vs will send your Streets and Fennian rep into the outer core. Especially if you're taking raids and assassination jobs.

The more you work, the more heat you get. It burns off when you sleep in a hotel that wasn't the last hotel you slept in. So if everybody is red, then you have lots of heat, and it is time to sleep. Don't pop any more crammers and stay up late, lots of heat is the message that you need to sleep. The more heat you have, the more violent encounters you get, which gives you even more heat and this is the death spiral. You need to sleep -- and maybe go from cheap hotel to cheap hotel doing nothing but sleeping for a while until your heat is reduced to something manageable.
So the real question is -- why don't you have heat in Los V land? And as fallen explained, it is because you have been working for them. So your positive rep with them is offsetting your heat in Los V territory.
If you want working to generate less heat.
1. stop looting corpses. Stealth exit away. 2. stop killing enemies. stun them with tasters, shock gloves, blasta guns, etc. instead. 3. put more XP in intimidate.

Bad Wolf should not be a problem since that Doctor, whose name I forget, sealed the rift.

During my previous session last year I used to burn extra Heat by spending time in VIP bars, but now it seems to have an equal chance either to burn a point or two but no more per drink or actually *gaining* a point or two. Ordering a drink in a regular bar burns a couple of points, but only a couple of times, and then it's all zeroes further. Has this feature been removed, or I simply forgot how to do it right?

It's been changed some. You have to talk to the people in the lounge to burn heat, just drinking up doesn't do it. And it isn't as effective as it used to be, regardless.
