I own 50x Tomes of Sustainment now (for one particular party that is) ... after the underforge encounter, they walked aaaallll the way back to Gholla Outlook to buy out the store You might be a little disappointed to discover that you find them quite regularly in E3. I save them for big battles and had more than enough on hand before I got to the end of the CoD. It would definitely be better to save your money for the awesome weapons and armor available from the camps at Ember Lake.

contributor, this particular party is playing on Normal, and after the big spendup, is still sitting on 228k gold. I think I can afford new stuffs for Act 3

Question I've been wanting to ask... Can I just swear allegiance to the Brayes, go to the Ember base camp, buy act 3 weapons and gear, then go stomp through the UF? If I swear allegiance to them I won't be excluded from anything, right?

Everyone may be intrigued to know that you can buy both books of sustainment and cleansing earlier in the game than Gholla Outlook. Clear out Prospector's Path in Brunehorn and head into the camp. You can purchase from the Apothecary Tent. That may affect your order choice if you are doing Gholla Outlook first solely for the books of sustainment.
I happen to prefer to send parties down to Brunehorn first, clear out the Sea Road, and then hit Granthorn early in episode 2. The armor makes the game much, much more survivable. In fact, the heavy armor for purchase (+180 hp) is still largely better than every armor I saw in episode III.
The other reason to head down the Sea Road early is for the chests. The loot available is high quality and can easily leap frog purchases in Brunehorn and Braeyshelm. Additionally, one can clear out a portion of the trail above Granthorn for equipment as well.
While this may lower one's score for steps and back travel, I think the better loot is well worth it.

Since the items sold there are so good, is there a difference between the items offered for sale in the Koda and Braeys Ember lake base camp shops?

Nope. The weapons and equipment for sale is the same in both the Koda and Braeys Ember Lake camps.

I am a bit confused, maybe I am forgetting something...I rescued Valent but after the negotiations I was not able to see Elias. Morgan offered me his quest but usually I am able to see Elias and get the allegiance quest? I am only level 19 so maybe that is it?

Morgan gives you a quest to go talk to Vlotgar. You have to do that before anything else progresses.

I very clearly remember being offered the allegiance quest after rescuing Valent and before Vlotgar. It must be a level thing. Vlotgar is an optional quest while the allegiance is a story one so it cannot be a requirement.

There was never a time when the game allowed you to skip Morgan's quest and meet Elias. It is not a level requirement thing, it is a story event ordering thing.
