Got 15 in a row result of "trade route blocked by existing policies" when 2 relationships of any kind exist. I think that's enough consecutive to suggest that I'll never get a third trade route.
Game is crazy diff, using new factions, android version.

I'll see what I can do. It is 100% possible, without a doubt -- it happens hundreds of times during the auto-testing and I see it occur daily.
Your point that a certain number of consecutive failures might be enough to convince players ... of something.
What it will convince them probably depends on the player -- you see a bug, others see it differently.
A common e-mail refrain seems to be "I cannot expect success if I repeat this action" and want to discuss how to change strategy, upgrading routes to alliances, re-balancing TP across Factions, using a different type of Political Treaty (spice instead of summits, for example.)

Game is crazy diff, using new factions, android version. I persevered for months before finally getting my hands on the "3 trade routes, 3 trade alliances, 3 alliances" achievements. I was convinced the last one in particular was impossible, but I unlocked it around last August. The "kill 9 (?) Xenos in one turn" has been significantly more challenging! Don't forget what happens with diplomacy isn't a complete random number generator (RNG). There is that element of unpredictability, but your actions carry significant weight - balancing colonisations across your three groups, for example. And in many games you have to think in two dimensions, Ships / Colonies and Factions / Faction Types.
