By checking the price of an upgrade, going back, and checking again, the price sometimes changes. It fluctuates back and forth between two prices. So far I've noticed it taking between 1 and 6 tries to get it to change. This is either a bug or a very cheesy form of haggling.

I wasn't able to replicate this on my device. When you say "going back" how far are you talking about going back? Just to the Star Port or farther?
It does sound like a bug tho. I would love to figure out what is causing it and try to fix it. First report tho, so probably not one that happens / is noticed a lot.
let me know if you have any more details and I'll be right here helping figure it out and then fixing

Happened to me too. Just going back to the upgrade list and back to the upgrade details (if I recall right) showed two prices on random basis.

I have found it right away. I have created a new character named "a" without touching anything in a new character creation form. Went straight to the first planet. Went to Star Dock / Upgrade. Found a fist available upgrade "Extended gun decks". Clicked View. The price was 14,515. Clicked Back. Clicked View and the price was 19,051. Doing it again and again shows those two on random.

fenikso has got it. Press "View" to see the price, press "Back" to go back to the list, then press "View" to see the price again. If the price hasn't changed, try again (it may take several iterations).
Too bad I didn't find this feature sooner; it could have saved me millions of credits. ;D

...probably not one that happens / is noticed a lot. My guess is the latter. The bug is subtle; what brought it to my attention is that I was trying to decide what to get and something switched between a price I could afford and one I couldn't. Once I thought I noticed something odd, it only took several tries to confirm it.

it happened to me many times (coz I'm cheap or frugal). I thought it was normal, like it was said: haggling. I thought it was a great way to get discount on upgrades. Intimidation, negotiation and political officer were factors on getting a second quote.
"you said how much? Hold on, let me call my business consultant/military officer if we can bring it down from the list price? or maybe I should call my CFO/veteran officer and see if you have aliens manipulating your brain and may have misread some numbers."

Oh... This isn't an intentional feature? I've been using it since day one i found the game was incredibly complex and simply thought this was another aspect of it.

I always thought it was a haggling thing. You can do the same with the Doctor too (although sometimes the doctor gets peeved and just leaves.
The difference between upgrades and the doctor is that with upgrades, you only get 2 price options. With the doctor, you get a range of prices - you can save around 10% - 20% depending on how determined you are.
