First and foremost, I would wait until you max out LS to buy into Eye of the Storm. It's a very powerful talent, but a tiny increase in crit% does nothing compared to another point in LS itself.
Second, I would take out the 2 points in Frigid Air. Again, it's a powerful talent, but Vincent-- more than anybody else-- MUST stay focused on one or two talents. Three at the most.
This example of a Vincent is one that I have certainly seen before, and it is a direct result of being spread too thin. Respec, Max out Lightning Spear, get +2 MP from Charged Speed, then put the rest into Flash Freeze until it reaches where you want it.
