I think that doing an NCBO could also be more tailored by faction as we get past the first 6-8 upgrades on a planet. As regards colony claims, our councilor sheff is detained by pressing business elsewhere in our holdings, but Moklumnue will assent to the templar's wisdom is distribution of the new planets.

I am going to go ahead and run a cycle and work on getting cartography updated. Alta gets far west red, zenrin middle red, mok gets yellow, next colony needs to be an alta to even out colony count. I want you guys to start thinking about what kind of fleet composition you want. What ships, what ratios...etc. throw some ideas around on how we are going to build out our new fleet.

Housekeeping:
I've created 2 new threads
One is a list of our unlocked technology and current ship designs and the other is a new thread for the cartography dept. I decided it deserves it's own thread for organizational purposes. As I updated it with all the current unsettled systems I realized it was getting rather unruly to contain in one post.
I know I really need to get an anotated map up for you guys sorry it is taking so long. It's just that it takes a few hours to make and I haven't had a time slot big enough yet. I promise it's coming.

Greetings Clan members. This is a prerecorded holographic message. If you're wondering where me and ntsheep are, not to worry, I've taken the sheep fishing. Glad to hear that the great Templar has taken a snickers, and that even the most aggressive general amoung us is back to cooperation. IRL-Got some serious stuff to take care of, so I might be sparse around here for a bit. Everything looks good though. Im a little insulted that this whole thing hasnt collapsed without me. Could life and the universe really not revolve around me? Nah.... Heresy!

While the short cycle voting is fun the longer cycle would help get things sped up.... My opinion? I say go with whatever is easier High Templar CdrPlatypus

The High Templar comes before this council with a serious matter today. That of the fate of ntsheep . He is not out on a recreational fishing trip. It is a work release program to secure more rations for Templar Command. Upon his return we will begin his trial immediately. This is the only proper way I see to end the friction this scandal has caused. Members of this council may file testimonies on behalf of or against ntsheep as well as suggested punishments.

Resolved by unanimous vote of the Representatives of the Great Clan of Alta Mesa:In recognition of the large number of star systems available, Alta Mesa votes that the current system of assigning rights to colonize star systems to factions be abolished and be replaced with the following system: - Rights to colonize are on a per-colony-ship basis. That is, the High Templar no longer assigns deeds to planets, but rather issues permits to build colony ships.
- When a colony ship is built, the High Templar may use his discretion regarding which system it will colonize, taking into account factors including but not limited to each faction's unique bonuses and upgrades.

The High Templar feels that Yellow and Red Star systems should still require a faction vote for confirmation if the above proposal is adopted.

CdrPlatypus: under the proposal, you are free to adopt any policy you choose regarding the assignment of colonies, including requiring a majority vote of the factions, because you are explicitly granted discretion under the proposal. Speaking personally and not for Alta Mesa, I would support requiring a faction vote for confirmation of assignment of systems at the discretion of the High Templar.
