The High Templar walks into the council chambers carrying a stack of papers and looking haggard. He drops them on table and sits down. Mutters:"damn paperwork"
Honorable representatives thank you for your hard work and patience. As the first order of business I will be granting each of you rights to a new system.
Will the representatives of the great Alta Mesa stand? *takes a fancy paper with the seal of the Templar stamped on it and holds it out* Templar Command has granted you the deed to Bromia's Landing.
Representatives of Moklumnue! *holds out another paper* You have been granted the deed to the Flamesong System.
*and another fancy paper* Representatives of Zenrin! you have been granted deed to VoidBeard's Landing
With these deeds comes responsibility. As soon as the 2nd wave of colony ships are ready to leave dry dock you must found new colonies immediately.
Now about these other papers *motions* Legal has reminded me that proper zoning permits must be filed for all new upgrades and trade and mineral income reported for taxes. Apparently being on the run from xenos and narvidians is no excuse for not filing the proper forms on time. So, if you all can stay to help me fill these in...

Resolved by the delegates of Alta Mesa, that:
The New Colony Build Order, or NCBO, is a template to provide High Templar CdrPlatypus consistent goals for construction to be used as a guideline when the Alta Mesa Headquarters has not communicated other specific requests to the High Templar. It is modular and subject to change at the request of the Alta Mesa Headquarters. On newly colonized systems, it provides for the following:
1- A Factory be subsidized first and foremost. 2a- Once said Factory has been completed, work on building Hab units to level out population growth. 2b- Should a critical level of population occur during Factory construction, Hab units may be built until population levels out, then construction on the Factory will be completed. 3- Upon completion of the first factory, and assuming population is under curtail, 1-2 Mines must be built to offset planetary costs.
The High Templar is requested to exercise his judgement and common sense when following this guideline. This template is subject to change at the discretion of Alta Mesa Headquarters.
We of the Alta Mesa clan have decided to set up a template for a New Colony Build Order. To be known as NCBO, it would provide Templar Commander gundamgoth with consistent goals for construction so that he doesn't need to ask us each time we colonize.

For our newest colony, we ask that this be followed. One new buildings have been researched, I will make changes to this list personally and notify Templar Command myself.

Honored Representatives for the next cycle I only need a few simple decisions. Each Clan is to let me know after installing an exchange 1. Do you want to continue developing your prime system, start on another colony ship, or build a strike fighter?

En1gma Thank you for the detailed build plan High consular of ALta Mesa. Other clans can learn much from your planning (big thanks really. This helps me a lot to process multiple turns smoothly in a cycle according to what you the players want rather than me auto managing if something is completed before a cycle is finished)
High Templar, Greetings and a thousand (Thank You)s for the use of Templar resources in our fight to colonize and rebuild. We are receiving refugees and stragglers from our flight, and thanks to the richness of the Prime world you assigned us and the feeling of security, we are experiencing great rejoicing resulting in a baby boom.
We would like to prioritize population infrastructure in all new colonies. We agree with our brothers in the Alta Mesa that a template for new colonies is the sensible approach.
We would like to submit the following as our Colony Template.

We would also like the Templar's input on the possibility of creating a second colony ship next cycle. Theobroma C is nearby and we may be able to offset the, uh, disappointing lack of material we have to work with at Flamesong. Our scouts have certainly failed us. But rest assured that it will not happen again. There are, *cough*, certain penalties for incompetence within our Clan. We apologize for the inconvenience this has caused all.
