I would say "shoot on sight"... After all, the overwatch is just that. From a tactical point of view, I use OW to prevent enemies from getting next to me unarmed so if a Xeno spawn just in the middle of my OW area and my templar is not doing anything, I feel the OW useless.

I think overwatch should shoot spawning Xeno's. I count the spawn itself as movement. The Xeno had to move into the battlefield from somewhere (pop outta a vent or rip through the floor or jump down from the rafters), so I think it would be consistent with the in-game description of overwatch.

How about the xeno gets a save vs Overwatch level? If it's level 1, then Xenos have a 50% chance of not being detected on spawn. At level 2, it's 25% Level 3 is 12.5% Level 4 is 0% Level 5 ... the Xeno gets shot even before it thinks about spawning.

I feel like that would complicate the rules too much for overwatch. It is likely that we will do as you suggested, and simply count spawning as movement.
