I have no clue at all what "Recon in Force (RiF) and Defeat in Detail (DiD)" are here, in the context of 4X. I read the Wiki pages, still no clue what we're exactly talking about.
Fun stuff tho. Thanks for the feedback!!!!

Cory Trese, in ST 4X "Recon in Force" is when you take a bunch of ships into Xeno territory. If you do this during a building phase, you'll find the Xeno ships spread around and you can often attack 1-2 Xeno ships at a time, overwhelming them with your superior force, which is "Defeat in Detail".

Cory Trese I might know the answer to this, but going back to the issue of exactly HOW the Xeno choose their targets. I have yet to play on the higher difficulties, mostly because I hate politicking. Does the AI select targets differently based on difficulty? I feel bad sometimes just beating up on the Xeno ships, because they never attack en masse, just sending a few warships at a time. An alternate AI setting would be great in this sense. Keep the politics like they are, but give the AI a tactical decision boost. Major attacks, hit and run, concentrated fire to kill targets, not just wound them, and priority targets being singled out first would make for some crazy battles (my absolute favorite part of this game, by the way)

Thanks for the feedback!!!! In terms of 4x, recon in force means not sending a few scouts to look, but enough warships to score some xeno kills then pulling back drawing more than the 3-4 ships the xeno would send at once on its own. In some cases I've gotten 8 or 9 at once, more than that and usually a few just stop moving until I turn back and shoot them again to provoke them. So its exactly what the name says, a combo attack and scout. You use it with defeat in detail to rapidly deplete xeno defenders that otherwise are hanging back protecting their world's. Defeat in detail means ganging up on the ai even if it outnumbers you, or targeting high priority enemy ships in a way that maximizes enemy casualties while minimizing your own. So, for example if the ai sends 8 ships and you have only 4 defenders, you use maneuvering and your planet to make it so the ai ships get in their own way, or are too far to shoot and you can have multiple rounds of your ships outnumbering the few xeno that are able to shoot. So like 2v1+2v1 and 6 xeno unable to shoot, folowed by the same next round but only 4 unable to shoot (because two xenos died the first round), repeated until no more are left. Even though the ai has superior numbers total, because of positioning etc, the human outnumbers them in which ships are actually shooting so the xenos die without killing any human ships. I'll see if I can get some screencaps that give a good example. Edit: got some good caps for defeat in detail, will make a short document from them tonight and post it here after. Edit 2: sorry this is delayed. My screenshots are worse than I thought and I'm trying to get better ones.
