You need to be on a planet where there is a rumor "A political officer was released due to a contract gone bad". Then you go to palace and click Officers button... And then Bye bye I mean Buy buy.. Or rather Hire Hire? |

poryg is absolutely right, and quick on the draw! You can also find Political Officers in Urban Zones where the Exchange has been closed down, but those are rarer and often more short lived Rumors than the one poryg posted.
