Welcome all from your deep sleep. Refreshments are over there to the right. Let us begin planning for our new colonies.
1: We should ask that Javet be given the world with the highest mineral content.
2: Upon planet fall, housing followed by mines should be built. These should be our main focus at all times. With secondary building like Factories being built only when needed.
3: Any research paths that lead to better mining tech is obviously they way we should proceed.
Does anyone else have anything to add? Please feel free to speak up. Us miners must stand united.

It will make the construction efforts go faster, as we will not need to import all of our material for the Mine.

Building a Factory right off before a Mine I think would slow things down. You have to have the Population for it to really work. A Factory sitting idle is a drain on our income. However I do agree that one is necessary for proper colony growth. If the amount of refugees coming is is very quick then I would think that a build order of,
Hab Mine Factory More Mines and then Habs as needed
Does this sound like a workable plan to you?

Gentlemen. (sits down, kicks feet up with a bowl of spice) It sounds like everything is in order in terms of build order. I do want to know if we should go for the highest mineral system with 24 Quality. It could limit our growth potential in the future, but my... associates would love to get a hold of those raw materials.
Thoughts?

Greetings ladies and gentlemen of the illustrious Clan Javat. I hope that my intrusion into your chambers is not too disruptive, but I did feel it would be prudent to make a small suggestion. We at House Moklumnue do not require minerals to make money, instead we rely on trade. As such, I do not believe I would be remiss in saying that Bukatov Ring would be a logical system for you. Starstreak Heights would be ideal for Moklumnue, as it's additional quality would allow my Exalted House to fuel an Empire wide trade hub.

The Templar wish to know what are thoughts on the anomolies are. Explore right away or wait. I would say wait until all the Primes are up and running. What say you Brutus Aurelius and Officer Genious?

I too suggest waiting. We have other more pressing needs right now to worry about. Those mines need to be built quick for income and I know the Moklume want to start trade ASAP, which means getting our smugglers situated and so on... (waves hand, reaching for a Crystal Pepsi) This all beats running cigarettes for chump change though. Or smuggling rain twerkers to different ship quadrants-- those weather forecasts did not magically change themselves...

If I may, and pardon the intrusion...
I have proposed in the main chambers that at least one of the anomalies should be explored (before Thulun makes landfall) in order to allow Javat or Mokk to benefit from the CP so that the first construction may be completed as rapidly as possible. I would urge the Javat delegation to consider this proposal, as it will only serve to benefit the Alliance.

Perhaps in this case we should defer the decision to the High Templar concerning the anomolies. Bonus CP, RP, or a few extra credits would be nice, but there's always a slight chance something else could be found.
