The register of objectives is out of step. If you check the objectives at turn 1 it lists the 3 comms stations in the trench and the comms building. It does not list the 4th comms station to the north.
If you go north and take out the 4th comms station and check the objectives, it removes one of the trench comms station from the list.
On one play through it removed the 2nd comms station; I was able to complete the level after taking out just the 1st and 3rd station.
On a second play through it removed the 3rd comms station from the list, so after taking out the 2nd station the objectives list was empty (secondaries both completed). You still needed to take out the 3rd comms station to complete the level, I suppose it was because of the dialogue triggers.
I think what I am trying to say is that the 4th station needs adding to the objectives?
