Following the Ferarai Power Relay level and the talk with Mariel Throll I was taken to the HQ tutorial where it gives you a briefing on how things work there. I don't know which one it was because I just hit the skip all button. Android 4.2.2

This is still happening in the Steam release. Maybe you didn't get it fixed before the deadline though. I was looking forward to that dialogue.

Did you have multiple Steam releases? I just got 1.1.3 now, so maybe I was on an early unpatched version?

It is possible, depending on when you installed the Steam copy. We've had 1.1.0, 1.1.1 and 1.1.3 there.
