I interpret a skill such as 'perception' to have to do with your hearing, vision, and your ability to notice things, such as a roof that is poised to fall on your head. This doesn't seem to be what this skill is about, which is your own charisma, or your ability to persuade others to do what you want. Implants surrounding this skill should include empathy chips -- also useful for those who DV is so high they have forgotten what is what like to be human, and various things to increase your attractiveness (in a rather mechanical way, of course).
This is not to say that I am opposed to implants that give you eagle-vision. And the ability to see if the pupils of the person you are talking to are dilating -- showing interest -- is useful for negotiators, so it would not only be snipers who are interested in such things. Of couse, this benefit to negotiators can be negated with dark or mirrored sunglasses, and the use of drugs that also dilate (or contract) the pupils.

I am afraid that isn't what the skill is going to be used for, but Persuasion is a good word.
The Perception skill tree and attribute effects have been discussed at length and I think we came to the right decision here.
