I'd never use a 4AP weapon because I will regularly throw away 3AP. Apart from that, the question of using many attacks vs. heavy attacks basically boils down to the question of where you get your damage modifier from. Is it SP expensive high level attack powers? Then I'm probably better off using high AP weapons. Is it damage buffs or armor/resistance debuffs from items and ongoing talents? Then I should use low AP weapons and make use of the buffs/debuffs as often as possible.

With the v4.2.51 changes - Vraes' Natural Mastery now increases Strength for base Dmg Calculation - Natural Mastery bonus adds Strength-based Dmg, doubled for 2H weapons
How much did the damage increase with 2Ap and 3Ap weapons? Is it worth using a 3Ap weapon that get one less attach than a 2AP weapon?
