If it only cuts it down, well, I guess I wouldn't know how much attention I would otherwise be getting. Talking to Vinny the Rat, about 'Got any work for me' he still is suggesting that I go talk to the boss, Side-arm Gerin -- but I have already done that, and Vinny should know. If Side-arm wants me to make regular weekly bribes to operate in his area without interference, then I am sure we could work something out. Vinny, or some other underling could ring *me* up, saying that the grease is due ... Grävling

Paying the bribe will clear the "Followed" value, which increases the chance of negative encounters.
The other pay off -- the pardon -- removes negative reputation another thing that increases negative encounters.
At this time in the beta it is not possible to reduce negative encounters to 0% and avoid all combat, but removing negative reputation and a tail can reduce the combat encounters a lot

grävling - in a future release, the boss will sell you passes to allow to operate in his area, which you can give to the thugs and they will let you off the hook (this time).

fallen- At the rate of 2-3 encounters per map and each faction having 3-4 territories, I hope they sell those passes cheap if it's usable only once! ;D

blackgauntlet - probably not. Relatively cheap, but the idea is not for a character to be able to buy so many "passes" that they can operate anywhere with impunity. No, that's not the idea at all. You have friends and enemies. Also, keep in mind for your true friends, Encounters will eventually be revamped so that you don't have so much of a chance of running into violence on "home soil."

fallen - So... is it possible to buy a BraveStar pass, get a job from the Yakuzas to assasinate one of BraveStar's top Sheriffs, pop a bullet through said Sheriff's ears, flash the BraveStar pass at the incoming mob, see them shrinking back to their offices and leave grinning ear to ear back to the Harbor District for my reward? ;D

blackgauntlet - not if we do it right. passes will help you out based on your reputation, heat, and your Wanted flag with the faction. shooting the sheriff is definitely going to tip one of those!
