Is there a way for me to determine how many turns till the population grows in size? This is useful to know if I should subsidize the next hab unit.
Under the SELECT NEW UPGRADE menu is there an automated / at-a-glance way for me to know how many turns are shaved by using the subsidize technique.
If I cancel a subsidize purchase do I gain the money back?
secondary request: in the build que rather than needing to click on the projects que to see its progress could there be something that shows how many turns it will take before the upgrade will be complete?

First: Population isn't a count down. There isn't a way for the engine to predict the next wave of refugees.
Second: I can look at the CP math required and see if this is something we can add.
I'll take a look at the build queue, but I'm not sure there is enough screen real estate up there to add turns left.

population does not grow at a constant rate for a given external factor?... such as morale? or spice supply?

You get the base cost back not the extra investment.

If the population grows at a measureable rate, then one could (or should) have the knowledge to know how many turns until growth happens.
Is this a secret?

The game could guess, but no one will be happy with a guess. It would generate negativity and additional issues for the game ... it doesn't need additional issues ;0
