Can everyone on the thread answer the following 2 questions:
1) What mouse or pointer (trackpad, trackball) are you using? 2) Are you using the Enter keyboard shortcut to End Turn?

1. Microsoft Wireless Mobile Mouse 4000. I downloaded the latest driver 4 days ago. Driver Provider: Microsoft Driver Date 11/6/2015 Driver Version 9.9.114.0 2. I do not use the enter key to end a turn. The only keyboard shortcuts I use are: A, S, D. F, B, W, E, R, T The problem is occurring very frequently.

Good news is that I have finally found a way to reproduce it here.
1) Click and drag the Talents table to the side. 2) Hit enter.

Evidently, for a fix for the issue, do the following:
Disable the Steam Overlay on specific games only by right-clicking on the game title, click on "Properties" and uncheck "Enable Steam Community In-Game" in the "General" ta"
Then, this bug stops happening.
Still working on a code fix.

Still struggling with this -- is anyone getting when they are not ending their turn or triggering a story event?

Here is a salient question -- how much are you all using the keyboard? For example, do you always end your turns by hitting enter? Are you selecting talents with the keyboard? Answer, I rarely use the keyboard. Only the enter key sometimes. Ok sorry it has been over 10 days since my last response, work bs. It seemed to miraculously stop for a while, and just seemed to start again with some interesting things I have not noticed before. After playing for about 30 minutes it started again tonight. What caught my eye was that when you click on a skill to select it with the mouse, it shows the hot key letter in the top right portion of the skill tile I just clicked in white, that is the way it works normally. When the floating bubble issue started almost all of the letters are showing in almost all of the tiles of the skills at the bottom of the screen and those said skills were highlighted like I was selecting them all at once. Just curious but are all the reports of the problem like this are they people with laptops? I only ask because touchpad drivers are a pain sometimes.

Getting this as well on the ancient Win XP tower I'm using. Got to see about disabling the Steam overlay stuff and see if that helps. Hadn't said anything about this issue because I figured it was my ancient and questionable PC causing problems, but since there is a thread figured I'd post a comment.

I disabled the Steam Overlay and played for several days before reporting in. I'm still getting the problem with the floating bubbles.

We have confirmed that it is not related to the Steam overlay.
We have also now found and fixed the bug for the next release.
Sorry about this issue.

Thanks for hanging in there guys and giving the bug the squealing death it deserves. I've worked with mainframe programs, and know you can stare at code for a month without seeing the problem.

Can't wait to get the release out. The bug fix for the UI is currently being held up by the E4 content. They will come out together, soon as possible.

This one was brutal, took us almost 20 hours to isolate and fix it.
