I've been spending my short hours in ST4X, and the other day I've hit this sequence of events: 1. A planet have a hub in the works. 2. The planet hits a streak of wins in the population lottery. 3. The hub is completed the same turn the next population had arrived. 4. I receive "A planet is at population capacity limit" event, but down in the list a new hub is constructed, and the actual population is (X-1)/X.
Turned out, the notification was still extremely helpful in that I've immediately turned to build(upgrade) more hubs.
Thus, I thought about a suggestion. May be fire an one-time event "Population nearing planet capacity", if population raised to the (X-1)/X this turn?
P.S. Posting it in wishlist after some thinking… Here we go.

The current arrangement and ordering is intentional, and for the time being serves the purpose of accurately communicating the status of the Colony.
I can definitely see the case for trying to improve it, but the turn processor depends on the ordering for several different sub-systems.
