Ok, so I bought the Heroes of Steel RPG Elite on google play because it was my understanding that there would be no in-app purchases afterward. With that expectation I assumed that I wouldn't have to purchase the other character classes. So when I sign in, I see that I still do have to purchase them. What is up with that? NO in app purchases must have a different meaning to some people.

NO in app purchases must have a different meaning to some people. I am not sure where you see "NO in app purchases" written. The game is listed on the market as "Offers in-app purchases".  The price of the Elite version is $4, which covers the $4 you can pay in the free version for the story episodes. The characters, respec unlock are all optional IAPs in either version.
