I wanted super-fast troops so by following the equations
CP= [(Quickness + Tactics) / 3] +3
if Q+T = 6, CP = 5 if Q+T = 9, CP = 6 if Q+T = 12, CP = 7
My vet soldiers have a combined Q+T of 9, so they 'should' have 6 CP.
But they don't.
I imagine it is because of the 'limitations' of the Leviathan Armour.
If so then its probably best to cap at Q+T = 6 (hence giving 5CP)
I would suggest maximise Q and if the training screen doesn't allow that soldier to add any more Q, then bring T up so you get 6 in total.
(for Veteran soldiers, Q is more important than T, since Q affects Accuracy, while T seems to do 'nothing')

Check the Gear. You might have armor on with a -1 CP penalty.

Nobody can have more than 6cp. Your Veterans do have 6cp, but the regular leviathan armor and the elite armor you can buy at armory both have a -1cp penalty, so you can't have more than 5. Your captain has Heavy armor with no penalty and your scouts have Scout armor with no penalty; if you take their armor off and put it on your Veterans, they'll have their full 6.
The captain and scout are also "exo scout" professions which means they get a free forward move each turn (unless they attack first), so they can effectively move foward 7 spaces each turn altho they have 6cp.
Strength and Quickness are the main attributes and yeah they are better than the skills. Strength applies to both hand-to-hand combat and dodging; Quickness applies to both Ranged and CP. The skills are: Warrior only applies to hand-to-hand, Evade only to dodging, Ranged only to guns and Tactics only to initiative (and to the range of your Captain's special ability). However, right now you can only have a max of 6 points combined in Strength and Quickness (7 for captain) and the skills have no limit. So yes, improve Strength and Quickness until you max them out, then do skills after that. And yes, once your Quick+tactic is 6, there's no point in increasing Tactics anymore (except if you want to increase your captain's special ability)

It's reallly really really useful to know that the upper limit is 6CP. I've got Q+T up to 12 and wondered why I wasn't goin' any faster. I've even threatened to strap a Cadar torp to their backs if they don't hurry, but they kindly informed me that crew-sized torpedo mounting harnesses haven't been invented yet and I'd have to wait until 152AE. I hate waiting.

We're getting ridiculo- I mean, special requests getting granted now?
1) Retractable Rocket-Fist (Free ranged attacks based on Warrior skill!) 2) Dura-Napalm Inferno (HP-consuming wall of fire that incinerates Xenoforms!) 3) Portable Force Walls (Energy field projecters that blocks out 1 square until demolished!) 4) Psychic Disruptor (What's funnier than killing Xenos? See Xenos killing Xenos!)

Leviathan suits are flame-proof! Since we can have Fire Wall, hopefully, we can have Call Lightning, Speak With Animals, Shillelagh, Avatar Form, Polymorph and Summon Creatures IX soon. ;D
