I've had a few games as Merchant and MO, each hiring a Diplomat to come onboard via Contact, but they always end up leaving before hitting Level 4. I don't think it's morale related since no one else leaves, but I don't know for sure. Is there something I'm doing or not doing to cause this? Do I need to doing Political missions to make him happy?
The only way I'm able to keep a Diplomat so far is to make him an Officer.

Something must be driving down Morale. Crew only leave due to Morale. Diplomats, and the other social classes, tend to be a bit tough to manage. They're a good temporary hire.
If you can find one you can keep around, they can be useful. I have a Level 10 Diplomat on my Crew which has allowed me to skip having the officer job.

Just keep overall crew moral up. Haven't had any issue with keeping a Diplomat on my crew.

There are some traits that make Crew pretty hard to retain. Void sickness, gravity sadness, etc

Also watch out for crew with Brute trait as they cause additional moral damage to other crew.
On the plus side getting a few crew with storyteller trait is a big bonus.

To be clear, there are no special rules about the Diplomat job that would force them out of your crew. Diplomats and other characters are more prone to get certain traits. But these Trait selections are also driven by Faction, homeworld, danger of Quadrant, etc. As xdesperado mentioned, keep the full crew happy. Spice often, avoid crushing defeat in battle.

Diplomats who are xenophobic ditch the boat the minute you touch ground after having a xeno encounter. If there is a way to keep them after that, I haven't found it. Rats! A level 7 diplomat was nice to have around ....

I thought that Xenophobic wasn't implemented yet?

I thought that Xenophobic wasn't implemented yet? Me too. But I'm with Ian Fleming. “Once is happenstance. Twice is coincidence. Three times is enemy action.”

Maybe it was leftover text, but a switch was flicked unknowingly?
So crew are now scared of Xenos.
