I just started playing the first Rifts level on brutal and its, well, brutal. Normally purple bugs make 4 moves of 3 spaces but on brutal, about 25% of them make 5 moves of 3.
This might be on purpose to be more brutal, but since its only a minorty of the purple bugs, its inconsistant enough to make me think it might be a bug.

It is on purpose and it is dependent on how close they are to other xenos.
Big masses of them are more dangerous because 50% receive a CP bonus which gives them an extra move or attack.
We are working on game balance.

So are they more likely to get extra moves if they are close together, or far apart? I've seen both, extra moves when they are 28 spaces apart and also adjacent. And I've seen purples get up to 3 extra moves and blues 2 extra

It is all dice any combination is possible. chances are increased in large swarms.
in particular the test simulation system for xeno behavior indicates that these extra moves assist swarms in traversing hallways.
do not expect to be able to measure and predict the abilities or movements of the xenos. they have many variations that appear to be the same.
