Kind of surprised that no one — including me — has asked before, but I don't really understand what the hostility ratings refer to.
Example 1, I ran into a pirate from a neutral faction in a friendly faction space, preparing to depart: This ship is neutral (0) [0: hostile (-4)], Captain.
Example 2, I see an explorer (from a faction where I am a Legendary Crime Lord) in friendly home faction space, closing to attack me: This ship is extremely hostile (-5) [0: suspicious (-1)], Captain.

I talked a bit about this on Twitch, and the display is very alpha, but it shares the same information we'll be sharing in the final version.
The first one is the effective, the second the baseline.
This ship is neutral (0) [0: hostile (-4)], Captain.
The ship is currently neutral (0) but when they spotted us they were clearly getting ready to attack and looked very hostile. They picked up our transponder and thought better about attacking us.

This ship is extremely hostile (-5) [0: suspicious (-1)], Captain.
When they first spotted us, this ship was merely suspicious and came to investigate. Once they realized which Captain they'd spotted, they turned and opened fire.

Cory Trese reminds me, any chance of some scanner upgrades that will increase likelyhood of us spotting other ships first giving us more options in preamble or is that more or less a fixed range?

Is that what the Sensor Array does? There is no description (but sounds similar to sensors in 4X)

A fixed range, absolutely. There are already awesome examples of the preamble Talents in the game and I can see lots of people testing them. We're looking forward to adding more as the game develops.
