Rep with Contact = 0
Effective Rep with Contact = (Rep with Contact) + (Rep with Faction)/2

This looks like a mismatch on which value (Effective Rep OR Rep with Contact) it is using to decide if you can get a Permit.

Whatever you use, you need to display them all normalised the same way. Or expanded. 'The house thinks you are hot stuff, but I need you to prove yourself to me.' or some such.
