I've noticed on a few instances in current release that new contacts on the settlement I'm in suddenly appearing after a large trade in the Exchange. This is not triggered by the Trader Talent as I don't have it.
Is this intentional, or a bug?

Intentional, driven by Captain's Charisma. Always been there.

Is it tied to monetary value of the trade? Is $5000 cred the threshold? Or random chance based on Charisma only? Does it only discover a local Contact, or can be anywhere in the universe?

Is it possible to add a relevant Log Entry saying this? Similar to the log entry about discovering crew Traits. Something like...
"While conducting a trade, my social perception (Charisma) has uncovered a new Contact — [NAME], a [FACTION] [CONTACT TYPE] on [PLANET] in [QUADRANT]."
(the last bit can be removed if these are local only)
