What about planets attacked by xeno could have chance turning into cultists ruling planet which will build latest available ships and attack you with them... However to balance it out no colonisation and no tech or build advancement for then...

Would converting to Xeno cultists mean the Xeno would stop attacking them? In Templar Battleforce, it seems that Xeno will always try to kill you unless they are physically restrained somehow.

Xeno cults are apocalyptic cults primarily. Some Xeno cults are used as fodder or manipulated as sources of rare Xeno artifacts and materials.
If this was added to 4X, they'd basically convert into suicidal Indy world that, instead of defending, welcome their new Xeno overlords with sacrifices.

:Cynical: Would there be a treaty to make this happen? Then we could conquer the planet and install a new government. Possibly a different government than the faction which originally settled the planet.

Shelgeroth is a stain on the Rychart Syndicate, but we must be cautious not to overstate their infiltration of our leadership. There are many factors at work here, and we cannot disregard the possibility of Cadar interference in the investigation and collusion with the enemy.

I propose a war of assassins in response to this insult.
Cadar does not get mad. Cadar gets even. And "Even" in this case means a "Beyond justice and must be executed" bounty for, say, $137K.

No sane person can disagree that what our dear Faction representative Brutus Aurelius said is incorrect, insulting and possibly illegal. However, he has cleverly phrased has accusations to cloak the true nature of his speech. His alliances and proclivities are well known to our Spies, and no question remains where his particular loyalties point. That said, we will likely fail to succeed in presentation of grievances before the Xaar Courts and it is highly unlikely we'll secure a blessing for a full out war of assassins ... much less to be asked *cough* if all the proposing party's sects could even fund such a maneuver. Those points made, I conclude.

Those points made, I conclude. It should be clear to all here, Cadar or not, that the Aurelius family has faithfully served the Cadar and upheld Shalun Law for countless generations. Our family has cut down untold criminals, including wanted cult leaders, those who would twist Shalun Law to their own ends, and even destroyed scores of Xeno warships. And I have upheld that legacy as befits one of my family line. Have I not faced down traitors and criminals in flashes of fire and steel, only to come out victorious in bringing the criminal to justice? Has my very own ship not brought destruction to Xeno ships? I think my loyalties and that of the Aurelius family are quite clear.
