I think that what happens is that when you get to a hotel or a safehouse, and look at your team, and begin training your runners, the first one trains, and that takes time, and then the second one trains, and that takes time, and then the third one trains, and that takes time. Maybe you want to train as well. But they don't seem to train concurrently, only sequentially, which means that I am paying these guys a lot of money to sit around and watch each other train. Is my understanding correct? I think we need a clock inside the safehouses and hotels even if I am misunderstanding, so you can tell which runners are due to leave soon, as it might make a difference over whether you want to spend time training now, or later.

If turns are being consumed by Hotel Karma spending then that is a defect probably introduced when teams were added.
If you have somehow managed to get a "Training Facility" to give you access to the "Train" button please let me know.
If you are talking about Training, that does take time and yes, you have to pay them to stand around while the Trainer works with them -- however, if you look at the Runner in Status before and after clicking Train, you will see that the duration of the Contract has extended the same number of turns as training.

I haven't had a training facility give me anything. Aha, I did not notice that the contracts were extended. Say I have 3 runners, Steel Hunter, Rezz, and Shayde. If Steel Hunter trains in a safehouse, does Shayde's and Rezz's contracts get extended? Or only Steel Hunter's?

Are you seeing more time pass than the turns for "the night" at the hotel?
It should not expend more than 720 turns per hotel stay regardless of how many xp spending sessions you complete.

What is the conversion rate between time of day, and turns? I think that my hotel says are getting significantly longer, but what I base this on is the number of jobs that expire on me while I sit in a safehouse. I believe that the training is taking extra time, based on my having more jobs expire. But I haven't been logging times, so it's 'just anecdotal' for now.

1 Turn = 1 Minute
Therefore, 720 Turns = 12 Hours
