[1.3.11] Ladder (not bug) Error

fallen , I know we discussed the Ladder code (not yet complete), and how I came across a 'Ready to Purchase' without a purchase button.  Came across it again, so just posting a screenshot as an example.

Note to all: There is still a mix of old and new code with the ladder upgrade system, so sometimes you may run across an inability to upgrade on fringe cases (In this case, it shouldn't display 'Ready to Purchase', as the contact doesn't have the influence to dole out the Edict).  Not to worry, will be fixed.  :-)

Adding the below screenshot for another ladder-related issue. Hadn't seen this before, so more of an FYI for when ladders get cleaned up :-)

FFN - at least for Permits / Ranks / Edicts, really cleaned up now.

Will address introductions and others separately -- basically, they need ladders added.
