The map was the narrows and I was doing a capture job. My face runner used fast talk on the gang boss in one of the first turns of combat. After pressing fast talk the shoot button was greyed out so I exited. On somebody else turn I noticed that the boss wasn't where he had been. In the next round when the boss got his turn it flashes up to the top left briefly and there's the boss in the upper left most square standing on water unable to move.

Sorry to hear about this bug. I doubt that it has anything to do with Fast Talk as an ability and more likely the exact scenario of terrain. Thanks for the report, I've taken note on it, but since it sounds very low % chance of happening, don't expect to address it at this time.

Even though I know you're not going to be tracking it down, I'm pretty sure it was related to Fast Talk or something I did.
I didn't mention it in the op, but the boss moved about 30 tiles to get up there and never actually even had a turn in the first round of combat. I know it happened on my turn too because after using fast talk I should have been able to shoot him (yep I had plenty of AP), but could not. When I exited the fight screen the boss was gone. I actually thought that maybe fast talk had vaporized him, until he tried to move the next turn and I saw him in the corner.
