Not sure if this is intentional. If so, I would suggest looking at it. I was in Cadar territory (I have 50+ rep with them), near a Cadar planet. I ran into a Steel Song ship. Having no ill-will towards the merchant ship in this quarter, I simply retreat and let it be on its way. I lose rep with their faction!? This would be like me going into a foreign country, then encountering people there who simply let me be, and we have no desire to fight each other. I then call my government and complain that there are foreign people in their own country! The nerve of them! Lol. Probably should be looked at.

Hey Skyle, when this happens, that's the Steel Song ship reporting you to their faction, and they ding you a bit.
If the options are fight, leave, surrender; they won't report you. (and you'll notice that there is little to no hostility)
If the options are fight, leave, BRIBE, surrender; they are hostile and will report you. Bribing them will reduce their hostility. If you want to be sure, keep bribing them multiple times until the option no longer appears. Then when you leave, they won't report you, and your rep will not go down.

Thanks. I understand that bit. It just seems very odd that a faction that is not hostile (I believe they were at 0 or 1 with me) who is in my territory and I simply fly away without a fight would somehow hurt my rep with that faction.
"Hello, General? I was traveling in Egypt and ran into an Egyptian! He didn't fight me and simply walked away. Since he didn't bribe me for being in his territory, we should obviously like him less for this!"
Just seems a bit odd is all that it would hurt my reputation with that faction for not picking a fight. I've found plenty of ways around it, such as bribing or signal jamming, but it simply doesn't make much sense to me.

This is like going into a foreign country WITHOUT A PERMIT, encountering officials who you ignore (not surrendering) and you are reported for not having a Permit.
Purchase a Trade Permit and you won't have any problems. Surrender and you won't have any issues. Hopefully that helps.
A level 1 Trade Permit is a very affordable and simple thing to purchase if you plan to travel in their territory.

Hello Cory. Thanks for the response. However, I was loyal to Cadar, and in Cadar territory. A Steel Song ship encountered me in Cadar territory. No hostilities and I retreated to let them go about their business. I lost rep with Steel Song for doing so.

That is the nature of being a Star Trader, if you're not working for them they don't trust you. In this case, the Steel Song ship did not cost you Cadar reputation, just Reputation with Steel Sonng.
The answer is the same -- buy a Trade Permit. Reputation loss is slower from encounters outside of Faction territory, but you still aren't loyal to Steel Song and your running around in Cadar territory is further proof.
The game is to pick your friends and give your enemies the cold end of a torp.
