An enhanced market access could make sense. Probably needs a long cool down to not crowd the smuggler out of a job though.

Should the Scavenger talent Pick Clean (While Salvaging at an Orbital, increase cargo rewards by 10% + Explore Skill) use Repair skill instead of Explore? Explore skill seems to be more about knowledge of wild zones and xenobiology, so I'm not sure why it would benefit a salvaging talent.

New Military Officer talent:
Justified Carnage -- After disabling or destroying a Pirate ship, negate reputation loss up to Command skill
Basically, it is Magnanimous Victory but with the advantage of being able to be used when the enemy ship is destroyed, but the disadvantage of only being usable on Pirate ships. It could pair well with the Zealot's Obsessive Defense talent for pirate hunting.

Oh hoo, love it! I think you may also gain a bonus to Reputation with the local Faction if it doesn't match the Pirate. Bonus rep for defeating pirates sounds good, but I think it would be better handled by being a separate talent.

resistor - possibly, but the rep mitigation possibilities of the talent would probably be more limited than you are imagining so to make it valuable, it may need other effects. Perhaps a monetary reward from the locals.

The idea was it would make pirate hunting more profitable because you could ransom or destroy+salvage without any repercussions if you had high Command on your MOs.
I haven't done a dedicated pirate-hunter build since Alpha, so you may be right that I'm mistaken about the utility of this possible talent.

resistor - very much agree with the concept. I'm just commenting on the limitations around Rep mitigation. Rep mitigation happens in regards to a single event, like Ransom or Ship Destroy. So you could mitigate that Rep for a single event, but not Rep from multiple events.

Doctor Rank 15:
Medical Rapport 3 Week Cooldown
When a crew member considers abandoning the crew, the Doctor calls upon favors owed from life-saving treatment, causing them to reconsider and gain 15 + Command morale.
Note: No salary increase is associated here making it better than any other such talents. At rank 15 this would cause 20 morale regained.

This is an ability that will be kept with quartermasters and other in charge of the crew. Doctor would be a very odd place to put the *best* Talent for it.

Why does Elusive Barrage have such a long cooldown (9 weeks)? Most talents of its type have a cooldown of only 3 weeks.

Surge blocker
E-tech lvl 11 talent
Specially targeted shot pervents twitch surge for the enemy ship till combat ends Turn 1 and 2 talent only.
Cooldown 9 weeks.
Thought this would be a good talent because as far as i have heard you guys won't do a reverse of twitch surge. So this is the next best thing imo. And it's a specific talent blocker so it's not broken imo.
