Buffs self with +15% Parry, Strength% Auto-block, for 2 turns 10 Initiative Cost Usable from positions 1, 2, and 3.
Note: Does not stack with Bodyguard auto-block. Interaction is, BG autoblock is used unmodified because it'll always be higher than the strength based chance here. Note this doesn't vanish on hit with a % chance though.

A small self-buff coupled with a small debuff on the foe tied up in a basic attack. I'd suggest a 1x initiative cost on this and can hit ranks 1 or 2, usable from ranks 1 and 2.

6 Week Cooldown
Note: This would introduce a simple mechanic, trading your ability to range change for defensive bonuses. This would hinder advancing, unlike any other talent. It would also hinder defense versus boarding, which would make enemy shuttles or other boarding operations a vulnerability. The capital ship defense isn't enormous, making stacking this not OP on high difficulties, but if needed I could see it dropped to +5% defense there. The shielding is to be similar to other defensive pilot talents that give a side-mitigation bonus. Another way to reign this in would be to decrease the duration to 2 turns like Vigilant Scanners.

Deep Knowledge Mechanic Rank 11 Talent Save
Automatically passes a failed Ship Ops test in any situation, including deep space travel, landing, or hyperwarp jumps.
4 Week Cooldown
Notes: Mechanic currently only has one rank 11 talent. This would help give an additional option. Additionally, only QM and Crew Dog have Ship Ops saves right now and both at rank 1. This would add a later game alternative to both jobs. Note the slightly elevated cooldown. It makes them not quite as good as Crew Dogs or QMs at handling this situation, but they would be close. This is to almost mirror the Scavenger's late game Doctor Save with Doctor being a tertiary skill of that Job. Ship Ops is secondary for Mechanics so it fits even better.

Tight Formation Wing Bomber Rank 11 Ship Combat, usable when small craft are deployed
When piloting a launched Bomber in ship combat, Buffs launched friendly Craft with +20% Armor, +15% Shield, +5% Critical, but -5% Chance to hit for 3 turns.
3 Week Cooldown
Notes: Maintains the trend of +5% Critical from all Bomber buffs. Gives a synergy with shuttles/interdictors that will be absorbing hits to survive longer. Alternatively, gives some room in the meta to use unescorted bomber fleets to a limited extent. Comes with a downside on the offense though, not to mention the opportunity cost of increasing their accuracy or damage.

Basically this talent is super weak compared to mechanic and engineer, but hey I get it, repair is kinda their thing. So crew dogs can't and shouldn't compete on repair, but morale is kinda the Crew dog thing with Relaxing leave so it seems to fit. Very balanced with Pirate Furious prodding, also a tier 1 talent, which removes crew crippling effects and restores intimidate worth of morale to 10 crew. This would compliment it well. One for ship crippling and one for crew crippling.

Persuaded Withdrawal
Diplomat Rank 15 Ship Encounter Talent 9 Week Cooldown
When encountering a Military Officer or Bounty Hunter, attempt to persuade them into withdrawing from an active Solar War, Trade War or Duel of Assassins. If you succeed, the other ship will retreat and the conflict scores for relevant conflicts will shift against their faction. Friendlier ships and higher negotiate will give a higher chance of success. Failure to persuade will trigger combat against hostile ships.
Chance of success: 50% + Negotiate + (10% * Hostility)
So for a rank 15 Diplomat you'd have 14 Negotiate with no bonuses. If you had an extremely hostile foe with -5 hostility, the chance of success would be 14%. You'd probably end up in combat. For a ship with -2 Hostility you'd have 44%, so you'd be better off bribing to a higher level before attempting it. For a neutral ship with 0 hostility, you'd have 64%. For a ship friendly enough to acknowledge with +2 Hostility, you'd have 84%. If they were +4 or +5 you'd have 100% success. This success rate should be displayed in the talent text.
Failing at -2 or worse hostility results in combat. Failing at -1 to 0 results in rep loss depending on whether you're dealing with a BH or an MO -- just like retreating would. Failing at positive reps just acts like a retreat action.
If you succeed the following should happen: - Encounter ends with retreat but with normal rep loss options if applicable. (Like Stiff Salute) - All relevant conflicts go against the faction of the ship. So if it were a Rychart MO engaged in a Trade War against Javat and a Solar War against Thulun and Cadar, all three conflicts would shift 1d4 toward the other factions. If it were a Bounty Hunter, it would only affect any active Duels of Assassins. - Captain gains 1d2 reputation with each opposed faction in relevant conflicts. - You'd get 30 bonus XP spread across the crew
Notes: This talent is only usable against an MO during a Solar War or Trade War, and a BH during a Duel of Assassins. It is similar to Stiff Salute as an encounter ending talent.

I'd like to suggest a similar encounter ending talent against smugglers.
Rightful confiscation MO or Commander lvl15 (due to early game balancing): Ends a smuggler encounter, drops 1 random stack of permit-locked goods and gives rep if the smuggler was not of the quadrant's faction. (No rep penalty because smugglers operate illegally and can't report the policing).
Maybe limited by having military rank and/or edict of the quadrant's faction instead of/in addition to the high lvl limitation.
It always annoyed me that you have to kill half the smuggler's crew just to get the loot if all I want to do is feel like the police... That sells the loot illegally themselves... but who cares.
